Meet PLEXOS®: The quiet giant of Philippine energy planning

As the Philippines races toward its target of 50% renewable energy by 2040, one software platform is quietly shaping decisions that will determine the country’s energy trajectory: PLEXOS® by Energy Exemplar.
Used globally by stakeholders across the entire energy ecosystem, including market operators, generators, and policy makers, PLEXOS is more than just an energy modeling tool—it is the digital twin of the Philippine power system, and it’s already playing a decisive role in long-term planning, investment strategies, and policy development.
The Department of Energy (DOE) has embedded PLEXOS in its Power Development Plan (PDP), using the platform to evaluate clean energy transition scenarios and determine the least-cost decarbonization pathways. Meanwhile, another client relies on PLEXOS for system adequacy assessments that feed into its Grid Operating and Maintenance Program.
Private players like Independent Power Producers (IPPs) to Retail Electricity Suppliers (RES) are also leveraging PLEXOS to forecast market prices, optimize dispatch and trading strategies, and plan for future investments in an increasingly competitive and data-driven energy landscape.
“Portfolio optimization, long-term price forecasting, and scenario analysis are no longer optional—they’re essential,” says David Mikaeloff, SVP – APAC at Energy Exemplar. “With PLEXOS, our clients can do all this in-house, with confidence and speed.”
For renewable energy developers, the software’s nodal-level modeling of the Philippine grid delivers critical insights: where to build, how much capacity to install, and what revenues to expect under different market conditions. This is especially vital in regions like Visayas, where high solar and wind potential is often limited by grid congestion.
“PLEXOS helps stakeholders not just see the problem but solve it—by identifying optimal asset locations and providing accurate congestion and revenue forecasts,” Mikaeloff explains.
PLEXOS also plays a unique role in policy impact analysis, modeling how regulations like the Green Energy Auction Program (GEAP) or Retail Competition and Open Access (RCOA) affect long-term system operations, costs, and investment flows.
As data centers and AI-driven technologies drive a structural shift in electricity demand, PLEXOS is already adapting to this next frontier. These facilities will require massive amounts of firm, reliable energy—and their siting decisions must factor in system-level constraints like transmission capacity, curtailment risks, and access to renewable resources. For developers, this presents both an opportunity and a challenge: how to identify optimal locations that balance power availability, long-term cost, and environmental targets.
At the same time, planners and system operators must evaluate how this new demand will shape future grid requirements. “Our modeling enables data center operators to identify locations with low curtailment risk, high power availability, and long-term price stability—critical for 24/7 uptime,” notes Mikaeloff. “It also helps planners anticipate and prepare for the generation and transmission upgrades that large-scale demand will require.”
But advanced modeling is only as good as the data behind it. Energy Exemplar ensures its Philippine dataset is updated regularly and validated through historical back-casting to reflect actual market behavior. The company is also working to foster a transparent modeling culture, akin to what’s seen in Australia’s NEM or Europe’s ENTSO-E, where market participants can review and build upon common modeling frameworks.
To support this vision, Energy Exemplar is expanding academic partnerships in the Philippines to nurture a new generation of local modeling experts.
From policy to planning, generation to grid, PLEXOS is giving energy stakeholders across the Philippines a strategic edge. Whether it’s informing billion-peso investments or shaping national energy policy, one platform is helping chart the way forward.
“The Philippines is undergoing a major transformation,” Mikaeloff says. “And PLEXOS is here to ensure every decision is grounded in operational and economic reality.”
