Meralco has signed a memorandum of understanding with Vietnam-based V-Green and Green and Smart Mobility Philippines (Green GSM) to jointly develop electric vehicle (EV) infrastructure in Metro Manila and other key Philippine cities.

The collaboration aims to support the rollout of EV charging stations and electric taxi hubs, boost EV adoption, and promote knowledge exchange in EV technologies.

“This partnership with Meralco marks a key milestone in V-Green’s mission to accelerate the green mobility revolution in Southeast Asia,” said V-Green CEO Nguyen Thanh Duong. “By combining our expertise in EV charging infrastructure with Meralco’s strong local presence, we aim to rapidly deploy a reliable and accessible charging network across the Philippines.”

Green GSM Philippines CEO Dao Quy Phi said the company is “excited to expand our 100% electric ride-hailing service to more cities nationwide,” describing the Philippines as “a vibrant and fast-growing market where we see strong momentum for clean mobility solutions.”

Meralco Chairman and CEO Manuel V. Pangilinan emphasized the shared commitment to transform the transportation landscape. “This partnership brings together our collective strength in infrastructure, technology, and experience that will redefine our cities and our communities,” he said. “We are committed to helping build this ecosystem – one that is future-ready, inclusive and grounded in service.”

The initiative aligns with the goals of the Electric Vehicle Industry Development Act, which promotes EV adoption and infrastructure across the country.

V-Green is the exclusive EV charging provider for VinFast in Vietnam and is expanding into the Philippines and Indonesia. Green GSM operates a VinFast-powered, all-electric taxi fleet. Together with VinFast, the companies aim to build a full-fledged EV ecosystem in the Philippines—from vehicle distribution to mobility services.

What are your thoughts on this regional EV collaboration? Is this the push the Philippines needs for a nationwide EV shift?
