Meralco opens competitive bidding for 200 MW baseload RE to meet RPS

Manila Electric Company (Meralco) has launched a competitive bidding process to secure 200 megawatts (MW) of baseload renewable energy (RE) capacity, as part of its broader strategy to expand renewable sourcing while ensuring compliance with mandated clean energy targets.

In a statement released today, the utility said it has started the Competitive Selection Process (CSP) following the issuance of a Certificate of Conformity by the Department of Energy (DOE) on December 4, covering the procurement under Meralco’s latest DOE-approved Power Supply Procurement Plan.

“This CSP is consistent with Meralco’s ongoing efforts to expand its supply portfolio sourced from renewable energy sources whilst securing Meralco’s RPS compliance through a competitive and transparent bidding process,” said Meralco Senior Vice President and Head of Regulatory Management Atty. Jose Ronald V. Valles.

Under the CSP, Meralco is inviting power generation companies to submit Expressions of Interest until January 6, 2026. A pre-bid conference is scheduled for January 15, with bid submissions due by February 16. The resulting power supply agreement (PSA) will run for four years and will still require approval from the Energy Regulatory Commission (ERC).

The 200 MW baseload requirement comes as Meralco continues to scale up its renewable footprint. The company said it has already contracted 1,536 MW of RE capacity from various suppliers, surpassing its initial 1,500 MW target. Based on current projections, renewable energy is expected to account for 22% of Meralco’s total supply portfolio by 2030.
