MGEN to Build 49MW Battery Energy Storage Facility in Cebu

Meralco PowerGen Corporation (MGEN) is set to develop a 49-megawatt (MW) Battery Energy Storage System (BESS) in Toledo, Cebu, which is part of a broader effort to strengthen grid reliability and support the Philippines’ energy transition.

According to MGEN, the facility is designed to ensure stable and efficient power delivery across the Visayas grid. The project aims to help maintain power quality and support the growing integration of variable renewable energy sources by providing grid-balancing capacity during peak and off-peak periods.

“This project is part of our broader commitment to strengthen the reliability of the grid and accelerate the country’s transition to a cleaner and more sustainable energy future,” said MGEN President and CEO Emmanuel V. Rubio. “Battery energy storage will be critical in managing variability in supply and demand, particularly as we integrate more renewable energy into the system.”

The planned BESS in Toledo is MGEN’s second major battery storage initiative. The company’s first was the MTerra Solar project in Nueva Ecija, which includes a 4,500 megawatt-hour (MWh) energy storage component designed to support a 3,500 megawatt-peak (MWp) solar power pipeline in Luzon.

MGEN expects to complete the first 25MW phase of the Toledo BESS by 2026, with the remaining capacity scheduled for completion in 2027.

MGEN operates a portfolio of power generation assets through its subsidiaries, including MGreen (renewables), MThermal (coal), and MNatural Gas. The company also holds interests in PacificLight Power in Singapore and SP New Energy Corporation (SPNEC), and recently acquired a 40.2% stake in an integrated LNG facility in Batangas. As of June 2025, MGEN’s portfolio has a combined net sellable capacity of 5,061.3 MW.
