MGEN unit taps Mitsubishi Power, JEL for Singapore’s first hydrogen-ready CCGT plant

Meralco PowerGen Corp. (MGEN) has announced that its Singapore-based subsidiary, PacificLight Power Pte. Ltd. (PLP), has awarded an engineering, procurement, and construction (EPC) contract to a consortium of Mitsubishi Power and Jurong Engineering Ltd. (JEL) for the development of Singapore’s largest and most advanced combined cycle gas turbine (CCGT) power plant.

The 670-megawatt (MW) hydrogen-ready facility on Jurong Island will be the first in Singapore to integrate a large-scale battery energy storage system (BESS), allowing dynamic management of electricity supply and demand. Commercial operations are targeted for 2029.

Once operational, the plant will supply cleaner and more reliable energy equivalent to the needs of over 965,000 four-room flats. It will initially operate with up to 30% hydrogen co-firing capability and is designed to transition fully to hydrogen in the future.

The project will deploy Mitsubishi Power’s M701JAC gas turbine—the world’s most efficient large-frame gas turbine model with over 64% combined cycle efficiency and three million operational hours logged globally.

“This project represents a significant leap forward in PacificLight’s decarbonization journey and our commitment to powering Singapore with cleaner, more resilient energy,” said Yu Tat Ming, PLP CEO. “By investing in large-scale energy storage and hydrogen-ready technology, we are future-proofing our infrastructure to meet future energy demands.”

Drawing on our proven experience in large-scale EPC projects along with Mitsubishi Power’s track record in highly efficient gas turbines, this collaboration reflects a strong synergy and shared commitment to delivering this large-scale facility to the highest standards.”

PLP currently operates an 830MW CCGT facility and a 100MW Fast Start Ancillary Services plant on Jurong Island. The new project expands PLP’s capacity while aligning with Singapore’s target of achieving net zero emissions by 2050.

The development also supports MGEN’s mission to advance reliable, affordable, and sustainable energy investments across Asia, complementing its growing gas and renewable energy portfolio in the Philippines.
