PacificLight Power Pte. Ltd. (PLP), a joint venture between MERALCO PowerGen Corporation (MGen) and Hong Kong-based conglomerate First Pacific Company, has acquired the approval to build, own, and operate a 600-megawatt (MW) gas plant in Singapore.
The Philippine Star detailed that Singapore’s Energy Market Authority awarded the contract.
MERALCO chairman and CEO Manuel V. Pangilinan said that PLP’s performance permitted the firm to push through with this initiative, providing Singapore with clean power.
The hydrogen-ready combined cycle gas turbine (CCGT) facility is scheduled to begin commercial operations in January 2029. Once operational, it will be the largest of its kind in Singapore.
Located on a Greenfield site on Jurong Island, the new plant will incorporate a large-scale battery energy storage system, making it the first CCGT unit in the country to feature this technology.
The project will expand PLP’s portfolio, which currently includes an existing 830-MW CCGT facility and a 100-MW fast-start capacity scheduled to begin operations in April this year.
The new plant is designed to utilize at least 30% hydrogen from the outset, with the capacity to burn 100% hydrogen in the future.
The Greenfield site for the project is expandable and may accommodate a second CCGT unit. PLP also plans to integrate carbon capture, utilization, and storage (CCUS) technology as part of its long-term decarbonization strategy.
MGen, the power generation arm of MERALCO, currently operates a total gross generation capacity of 2,425 MW, providing baseload, intermediate, peak load, and ancillary support to the grid.
