In a move to strengthen disaster response efforts, the National Electrification Administration (NEA) and the Department of Social Welfare and Development (DSWD) convened on Friday to discuss the proposed Liwanag at Tubig Assistance Welfare (LITAW) Program, aimed at ensuring uninterrupted electricity and water access for vulnerable communities during calamities.
The initiative, spearheaded by the DSWD, is designed to provide assistance to households at risk of disconnection from essential utilities due to financial strain during crises. NEA Administrator Antonio Mariano Almeda emphasized the life-saving role of electricity and water, stating, “Electricity and water become even more vital—often becoming a matter of life or death.”
Almeda discussed the socio-economic impact of the program, noting that stable access to utilities allows affected individuals to participate in recovery efforts more effectively. The meeting also included key representatives such as DSWD Undersecretary Monina Josefina Romualdez, Director Edwin Morata of the Protective Services Bureau – Crisis Intervention Division, and Atty. Alfonso Paw Jr., Chief of Staff of Senate Majority Leader Senator Francis Tolentino.
A crucial component of the discussion was the role of electric cooperatives (ECs) in implementing LITAW. With many communities relying on ECs for power, the success of the program will depend on close collaboration between government agencies and these local providers.
Almeda reinforced this by stating, “This program is not just about financial assistance, it is about recovery, dignity, and resilience.” The consultative meeting served as a call to action for all stakeholders to actively participate in refining and operationalizing the initiative.
With disaster recovery becoming an increasing priority amid climate-related challenges, the LITAW Program represents a proactive approach to safeguarding essential services for Filipinos. As discussions progress, public engagement and feedback will be key in shaping the final framework of this ambitious initiative.
