New Clark City to host green Bangko Sentral complex

The Bangko Sentral ng Pilipinas (BSP) is moving forward with the construction of its new Security Complex in New Clark City, Tarlac, a facility designed for world-class energy efficiency and climate resilience.
On July 9, the Bases Conversion and Development Authority (BCDA) approved the detailed development plan for the 31.3-hectare complex. The project is being designed for Leadership in Energy and Environmental Design (LEED) certification, aligning it with global standards in sustainability, environmental performance, and energy efficiency.
“This national project supports long-term goals for secure and responsive governance,” BCDA stated in a press release, noting the facility will ensure uninterrupted BSP operations during disruptions such as natural disasters.
In addition to improving operational resiliency, the relocation supports the country’s broader decentralization strategy. The complex will shift key central bank functions out of Metro Manila, reduce congestion, and stimulate regional growth. BCDA describes the project as “one of the country’s most significant decentralization efforts to date.”
“We commend BSP for leading this bold and forward-looking move. By transferring critical operations of the central bank to New Clark City, we’re accelerating countryside development, stimulating job creation, and strengthening our institutions for generations to come,” said BCDA President and CEO Engr. Joshua M. Bingcang.
The complex, designed by acclaimed Filipino architecture firm Aidea, Inc., won recognition at the 2022 Architecture MasterPrize for its integration of modern Filipino identity with institutional security and efficiency.
“This movement of skilled workers and their families will invigorate the local economy, generating new demand for housing, retail, transport and public services in Tarlac and nearby provinces,” Bingcang added.
BCDA has broken ground on an affordable housing project under the government’s 4PH Program, offering over 800 units in its first phase for public sector employees relocating from Metro Manila.
The project’s design phase is expected to conclude by August 2025, with procurement for a general contractor scheduled for December. The BSP has secured a long-term lease with BCDA for 50 years, renewable for another 25.
