Nexif Ratch Energy Gains Key Approval for 500MW Wind Project

Nexif Ratch Energy has reached a critical milestone in its pursuit of offshore wind development in the Philippines, securing the Pre-Development Environmental Compliance Certificate (Pre-Dev ECC) for its 500MW San Miguel Bay Wind Power Project. This approval, granted by the Department of Environment and Natural Resources (DENR) on March 3, 2025, allows the company to commence vital pre-development activities.

With the Pre-Dev ECC in place, Nexif Ratch Energy is now set to conduct offshore geotechnical and geophysical investigations, wind and metocean measurements, and environmental and social assessments. These activities are essential for understanding the project’s impact and ensuring sustainable development.

This latest approval builds on the project’s earlier recognition in December 2024 when it received the Certificate of Energy Project of National Significance (CEPNS) from the Department of Energy (DOE). The project is also classified as a Strategic Investment under the Green Lane Initiative of the Philippine Board of Investments (BOI), reinforcing its importance in the nation’s push toward renewable energy.

“This achievement marks a significant step forward in our commitment to developing offshore wind projects in the Philippines in an environmentally responsible manner,” said Cyril Dissescou, CEO of Nexif Ratch Energy. “It aligns with national priorities, and we are proud to contribute to the Philippines’ growing renewable energy sector.”

The company is also advancing its 475MW Lucena Wind Power Project in Quezon Province, which was awarded CEPNS status in January 2025. Both projects are expected to be key contenders in the DOE’s Green Energy Auction 5 (GEA-5) scheduled for the third quarter of 2025.

Matthew Bartley, Chairman of Nexif Ratch Energy’s Development Committee, emphasized the company’s commitment to collaboration. “We deeply appreciate the ongoing collaboration with the Philippine government in driving the nation’s renewable energy initiatives,” he said. “The San Miguel Bay Offshore Wind Project, alongside the Lucena Offshore Wind Project, will play a pivotal role in advancing the Philippines’ clean energy transition.”
