NGCP says transmission rates up in November as ancillary service costs rise

Power consumers can expect slightly higher transmission charges in their November 2025 bills as ancillary service (AS) rates rose by over 15%, according to the National Grid Corporation of the Philippines (NGCP).

AS rates — which cover costs paid to power generators that provide grid support during supply-demand imbalances — climbed by PHP 0.0997 per kilowatt-hour (kWh), from PHP 0.6546/kWh in September to PHP 0.7542/kWh in October, marking a 15.23% increase.

NGCP noted that it does not earn from ancillary services, as payments are remitted directly to generation companies holding bilateral contracts with NGCP and to the Independent Electricity Market Operator of the Philippines (IEMOP) for services sourced from the Reserve Market.

Meanwhile, the grid operator’s effective transmission wheeling rate — the fee for delivering power through its network — rose only slightly by PHP 0.0034/kWh, from PHP 0.5920/kWh in September to PHP 0.5953/kWh in October, marking a 0.57% increase.

“The increase in effective transmission wheeling rates has no effect on NGCP’s revenue as its income is cap-limited by the Energy Regulatory Commission (ERC),” the company said.

Overall, the average transmission rate for the October 2025 billing period rose 7.91%, from PHP 1.3998/kWh to PHP 1.5105/kWh, which will reflect in consumers’ November bills.
