NORDECO Samal distribution assets turned over to AboitizPower’s Davao Light

A court sheriff has formally turned over distribution assets in the Island Garden City of Samal (IGACOS) to AboitizPower subsidiary Davao Light and Power Co., Inc., (Davao Light) enforcing a trial court ruling that grants the utility possession of facilities previously operated by the Northern Davao Electric Cooperative (NORDECO).

“Today, February 25, 2026, the Sheriff of the Regional Trial Court – Panabo Branch 4, took possession of the distribution assets in the Island Garden City of Samal (IGACOS) – formerly operated by NORDECO – and lawfully turned over the possession and control of the said assets to Davao Light and Power Co., Inc.,” the company said in a press statement.

The enforcement follows earlier developments surrounding Davao Light’s expanded franchise, which allowed the Aboitiz-owned utility to take over areas previously served by NORDECO. Last year, Davao Light signaled its intent to assume control of NORDECO’s distribution assets in Samal and other parts of Davao del Norte under Republic Act No. 12144.

RA 12144 covers IGACOS, the rest of Davao del Norte, and Davao de Oro, granting Davao Light authority to operate as the default distribution utility in these areas as the law paved the way for the acquisition and transfer of assets as part of the franchise expansion.

In a January 14, 2026 ruling, the Supreme Court affirmed the legality of RA 12144, including Davao Light’s authority to possess and take over NORDECO’s assets. The Energy Regulatory Commission (ERC) also granted Davao Light a provisional Certificate of Public Convenience and Necessity (CPCN) to operate in the covered provinces.

The Regional Trial Court–Panabo Branch 4 subsequently granted Davao Light’s application to obtain possession of the assets on January 23, 2026. A Notice to Vacate with the Writ of Possession was served to NORDECO on February 19, before the sheriff implemented the turnover on February 25.

With Davao Light now officially serving IGACOS, the company said it will begin implementing improvements to ensure reliable and efficient electric service in the area.

The company also expressed openness to constructive dialogue with NORDECO in other areas covered by the franchise expansion.

“Davao Light will adhere to the Court’s directives and continue to prioritize stability, continuity, and dependable electric service for the community,” the statement concluded.
