OCSP5: DOE Sets Consultation for New Renewable Energy Selection Process

The Department of Energy (DOE) has announced the adoption of the Open and Competitive Selection Process (OCSP) for awarding Renewable Energy Service Contracts (RESCs), with a public consultation set on September 25, 2025 (Thursday).

Through the Renewable Energy Management Bureau (REMB), the DOE will present the Draft Department Circular and Terms of Reference for the 5th round of the OCSP (OCSP5) and gather inputs from stakeholders during the consultation scheduled from 9:00 a.m. to 12:00 noon.

The DOE said the initiative is in line with its mandate under Republic Act No. 7638 or the Department of Energy Act of 1992, and Republic Act No. 9513 or the Renewable Energy Act of 2008. These particular mandates are in place to promote transparency, competitiveness, and efficiency in developing the country’s renewable energy resources.

The Draft Department Circular outlines key provisions, including the creation of a Review and Evaluation Committee (REC) chaired by the Undersecretary supervising REMB, the identification of Pre-Determined Areas (PDAs) for renewable energy exploration and development, and the establishment of clear application and bidding procedures through a Terms of Reference.

Applicants may include Filipino or foreign individuals, corporations, or joint ventures, provided they comply with Philippine laws. Selection criteria will consider legal, technical, and financial qualifications, as well as work programs, to determine the highest-ranked applicant for the award of RESCs. In cases where no qualified applications are received, the affected areas will be opened for Direct Applications to ensure continued progress in renewable energy development.

According to the DOE, the adoption of the OCSP is expected to foster investor confidence, create a level playing field, and accelerate the growth of renewable energy resources in the country in support of national energy security and sustainability goals.
