Offshore wind developers (OSW) warn that delaying the release of the Terms of Reference (TOR) for Green Energy Auction (GEA) 5 could hinder project planning and investment decisions.
Industry leaders and developers gathered at the 3rd Philippines Onshore Offshore Wind and Energy Storage Summit to discuss challenges and opportunities in the country’s wind and energy storage sector.
The players raised concerns over the lack of industry consultation in policymaking, warning that the absence of feedback on their recommendations could hinder compliance and put projects at risk.
“Our concern is that despite our efforts, we might simply receive the TOR for GEA 5 without clarity on what will be granted or rejected. I hope there will be open, two-way communication between developers and policymakers,” said Corio Generation Country Director Alma Roxas-Aguila.
Meanwhile, Björn Rosenberger, Head of Offshore Wind at Triconti ECC Renewables, highlighted that the industry’s growth is being hindered by multiple agencies with overlapping responsibilities, which slow down coordination and decision-making.
“If you’re talking about where we could see some improvements aside from the content, we see now the growing pains of the industry, regulatory side because it’s not just the DOE anymore that brings us forward. It’s now multiple agencies that we deal with,” said Rosenberger.
He noted that while the government seeks to streamline processes to meet its ambitious timeline, it must also ensure a fair risk balance for developers, who are willing to take risks but need their concerns addressed.
