Palace issues order to fast-track energy management implementation

PH losing P3.3B hourly on blackouts, gov’t urged to find alternative energy sources

The Palace is issuing Administrative Order (AO) No. 15 which mandates government agencies to fast-track the enforcement of the Government Energy Management Program (GEMP). 

The order, which was signed by Executive Secretary Lucas Bersamin, broadens the directive to cover all agencies of the National Government, including government-owned or -controlled corporations, and encourages Local Government Units (LGUs) to actively participate.

Furthermore, the AO also emphasized the acceleration of GEMP and relevant Inter Agency Energy and Efficiency Conservation Committee (IAEECC) Resolutions. The IAEECC was chaired by the Department of Energy (DOE).

GEMP was a comprehensive government-wide initiative that aimed to reduce the government’s monthly consumption of electricity and petroleum products by promoting the efficient use and conservation of energy and fuel. 

In pursuit of this goal, government agencies are tasked to conduct energy audits led by Certified Energy Auditors and cooperate with random energy spot-checks. 

The program also incorporated low-cost Energy Efficiency and Conservation (EEC) measures in line with GEMP as well as institutionalizing EEC practices in respective offices.

Following IAEECC Resolution No. 5 (s. 2022), government agencies are directed to establish a mechanism for monitoring energy consumption in their offices and comply with DOE’s reportorial requirements.
