PENELCO signs 10MW solar power agreement with Solana Solar Beta

Peninsula Electric Cooperative (PENELCO) and Solana Solar Beta, Inc. completed a ceremonial signing of a Power Supply Agreement for 10 MW of renewable energy, according to PENELCO’s official Facebook page. The project, targeting commercial operations by February 2026, aligns with PENELCO’s strategic shift toward a cleaner, more reliable energy mix.

Under the Department of Energy’s 2023 policy, the PENELCO–Solana deal qualifies for exemption from the Competitive Selection Process (CSP), allowing the cooperative to fast-track compliance with Renewable Portfolio Standards (RPS) requirements. By sourcing embedded solar power, PENELCO also avoids transmission charges and value-added tax (VAT), potentially lowering supply costs.

This partnership dovetails with ongoing construction of a larger 22.785 MW facility by Solana Solar in Hermosa, Bataan, expected to start commercial operations by end‑2025. That project aims to generate approximately 32.8 GWh annually and bolster local employment during construction and operations.

How can more cooperatives emulate PENELCO’s embedded solar PPA model to accelerate renewable deployment and improve grid economics? Join the discussion.
