PH draws line on China oil, gas talks: sovereignty comes first, says DFA

The Department of Foreign Affairs (DFA) said any potential oil and gas cooperation with China will only be pursued if it fully respects Philippine sovereignty and complies with existing laws, as discussions on reopening joint exploration talks come back into the spotlight.

The statement comes as the government explores options to secure stable and affordable energy supply amidst global uncertainties and an ongoing declared national energy emergency.

The DFA emphasized that the Philippines “possesses sovereign rights over the natural resources within its Exclusive Economic Zone and continental shelf, including any oil and gas deposits that may be found therein.”

It added that any agreement, whether with China or other foreign governments, must be pursued “in accordance with the Philippine Constitution and the country’s laws, jurisprudence and regulations, and in full assertion of its sovereign prerogatives.”

President Ferdinand R. Marcos Jr. has stressed the need to explore all “lawful and viable options” to achieve energy security and ensure an affordable and stable energy supply for the country.

The DFA also stressed that it will continue to engage China through diplomatic channels, noting that it is guided by the directive to “maintain open lines of communication and utilize diplomacy in engaging with China, including on energy matters.”

At the same time, the agency firmly reiterated that any cooperation will remain anchored on the country’s core principles, stating that arrangements will be “anchored in the primacy of Philippine sovereignty.”

The DFA added that it will continue to promote adherence to international law and the peaceful settlement of disputes in matters involving the country’s natural resources and maritime entitlements.
