Philippines lays groundwork for nuclear safety, security with new action plans

The Philippines has taken a significant step in its nuclear energy development with a “whole of nation” writeshop that finalized action plans for the National Policy and Strategy on Nuclear Safety and Radiation Protection; and began the drafting of plans for the proposed National Policy and Strategy on Nuclear Security.

Held from October 13 to 17 in Clark, Pampanga, the event brought together 24 government agencies under the Nuclear Energy Program–Inter Agency Committee (NEP-IAC) to ensure the country’s nuclear policies are aligned with national priorities and international standards.

“This is a chance to share ideas, align our efforts, and make sure our strategies are not just well-written but doable, measurable and impactful,” said Neil Raymund D. Guillermo, Division Chief at the Philippine Nuclear Research Institute, during the opening remarks.

“These policies are not mere documents—they are strategic instruments that embody our nation’s resolve to uphold the highest standards of safety, security, and sustainability in the peaceful uses of nuclear technology,” Department of Energy Director Patrick T. Aquino said in a video message. “Through collaborative discussions, we aim to translate the guiding principles and strategic objectives of these policies into concrete, measurable and time-bound actions.”

The writeshop identified specific initiatives under each strategy, defined success indicators, assigned lead and supporting agencies, set realistic timelines, and estimated resources and budgets for implementation. The exercise also builds on prior workshops conducted by NEP-IAC in September 2024 and April 2025, refining strategies ahead of the follow-up Integrated Nuclear Infrastructure Review Mission.

Director Aquino, who heads NEP-IAC’s Technical Secretariat, noted that the passage of Republic Act No. 12305, or the PhilAtom Law, underscores the need for concrete plans to advance nuclear energy in the country and enhance public acceptance. “Our efforts will therefore serve as a critical complement to this legislative milestone, aligning policy and strategy with the evolving nuclear governance landscape,” he said.

Energy Secretary Sharon S. Garin highlighted that the PhilAtom Law modernizes the country’s nuclear regulation to meet International Atomic Energy Agency standards and global best practices.

Through the six NEP-IAC subcommittees, agencies are tackling issues ranging from safety, security, and regulatory frameworks to siting, environmental protection, and nuclear fuel management. The effort aligns with the Philippine Energy Plan 2023-2050, which targets a nuclear capacity of at least 4,800 MW by 2050.
