PNOC to Boost Energy Security in BARMM with Small-Scale LNG Solutions

The Philippine National Oil Company (PNOC) has announced plans to explore small-scale liquefied natural gas (ssLNG) solutions in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM), a move aimed at bolstering regional energy security and economic development.

PNOC is seeking consultancy services to conduct a comprehensive pre-feasibility study that will evaluate the technical, economic, regulatory, and environmental viability of introducing ssLNG infrastructure. The initiative specifically targets remote and off-grid locations within the region, transitioning local industries from diesel fuel to cleaner and more sustainable LNG.

Pilot sites strategically selected for this initiative include Tawi-Tawi, Basilan, Jolo, and Polloc, areas noted for their economic potential and logistical importance. Existing diesel power facilities operated by the National Power Corporation (NPC) provide an entry point for the integration of ssLNG, offering significant reductions in carbon emissions, operational costs, and improved energy reliability.

“This initiative represents a significant step toward energy sustainability and economic growth in BARMM,” the company said. “We believe ssLNG can be transformative, providing cleaner energy alternatives that support regional industries and communities.”

With an approved budget of PHP 5 million, the consultancy will carry out its study within a 90-day timeframe. The assessment will include detailed market analyses, technical and financial feasibility evaluations, and the creation of a regulatory compliance framework, utilizing the comprehensive Technical, Economic, Commercial, Operational, and Political (TECOP) evaluation method.

The results from this pre-feasibility study will inform PNOC’s strategic decisions on developing ssLNG as a scalable and sustainable logistical model for energy distribution across the Philippines’ archipelagic regions. Furthermore, the study will explore opportunities to support the development of Self-Generating Industrial Parks (SGIPs), aligning with broader goals of economic resilience and sustainability.
