The Public-Private Partnership (PPP) Center of the Philippines highlighted the role of PPPs in advancing offshore wind (OSW) and port development during the 3rd Philippines Wind Energy Forum.
Held on May 28 and 29, 2025, at Dusit Thani Hotel in Makati, the two-day forum served as a platform for strategic conversation among stakeholders across the renewable energy and infrastructure sectors. They focused on collaborative approaches to scale up the country’s OSW capacity and associated port infrastructure.
On the second day of the event, Assistant Director Raphael M. Badillo of the PPP Center’s Project Development Service presented an overview of the Philippine PPP Program. His presentation covered the legal framework, basic concepts, and development processes for both solicited and unsolicited PPP projects. In each one of these parts, he highlighted the PPP Center’s role in facilitating these initiatives.
Badillo also discussed the project lifecycle of offshore wind ventures. This spans from site identification and feasibility studies to permitting, manufacturing, logistics, installation, operations, maintenance, and eventual decommissioning. He noted that OSW and port infrastructure are well-suited for PPP implementation due to their scale, complexity, and capital requirements.
According to Badillo, PPPs provide key advantages in addressing sector challenges. These include things such as bridging the financing gap, strategic risk allocation, and the ability to tap private sector innovation and foreign investment. He also emphasized that well-structured PPPs promote accountability, efficiency, and value for money, which are principles aligned with the government’s push for sustainable infrastructure.
Through its participation in the forum, the PPP Center reiterated its commitment to fostering technically sound, sustainable, and commercially viable PPP projects, especially in the growing field of renewable energy development.
