Prime Infra Appoints Jocot de Dios to Lead Newly Acquired Gas Operations

Prime Infrastructure Capital, Inc. (Prime Infra) has named Jose Victor Emmanuel “Jocot” A. de Dios as President and CEO of Prime CoreGen, the subsidiary that will manage the company’s newly acquired gas-fired power assets, effective January 1, 2026.

De Dios’s appointment follows Prime Infra’s closing of its majority acquisition of First Gen Corp.’s gas subsidiaries on Monday. The transaction hands the company control of the 1,000-MW Santa Rita, 500-MW San Lorenzo, 450-MW San Gabriel, and 97-MW Avion plants, along with the proposed 1,200-MW Santa Maria project and the Offshore LNG terminal.

De Dios will retire as President and CEO of Manila Water on December 31 before assuming his new role. His background in the energy sector includes serving as Energy undersecretary from 2001 to 2004, where he established the Department of Energy’s Natural Gas Office. He later chaired PNOC–Exploration Corp. and headed the Australian oil exploration firm Nido Petroleum Ltd. He also previously led GE Philippines, overseeing businesses such as power generation and industrial solutions.

With de Dios moving to Prime CoreGen, Roberto Jose “Boj” R. Locsin, Manila Water’s Chief Administrative Officer and Chief Operating Officer for International Business, will take over as Manila Water President and CEO.

Prime Infra said the leadership reshuffle aims to strengthen operations in its expanded infrastructure portfolio, which now includes natural gas production, gas-fired power plants, pumped storage projects, and water services.

 “These strategic leadership changes ensure we have the right team in place to drive growth across our water and gas portfolio. Our focus remains on running strong operations and delivering essential infrastructure that supports the country’s development,” Prime Infra President and CEO Guillaume Lucci said.
