Registration opens as DOE rolls out timeline for 3.3 GW GEA-5 offshore wind round

The Department of Energy (DOE) has announced the key dates and timelines of the Fifth Auction Round of the Green Energy Auction Program (GEA-5), with registrations officially open starting today (March 2) for the country’s largest offshore wind auction to date.
GEA-5 will offer 3,300 megawatts (MW) of fixed-bottom offshore wind capacity with delivery dates set for 2028-2030.
The auction timeline comes after the Energy Regulatory Commission’s (ERC) finalization of the Green Energy Auction Reserve (GEAR) price of PHP 11.00 per kilowatt-hour (kWh), announced last February 27, which will serve as the ceiling price for bid offers.
Registration of Qualified Suppliers will run on March 2 to March 16, 2026. After the registration and evaluation stages, a pre-bid conference is scheduled for July 16 and the auction proper following on August 27, in the same year.
After the bidding, validation of submitted bids and issuance of Notices of Award are expected later in September, with post-auction compliance requirements extending through the end of 2026 and into early 2027. Certificates of Award for compliant bidders are expected around the beginning of February 2027.
The DOE said that GEA-5 aims to expand the share of renewable energy in the national energy mix in order to strengthen grid reliability and enhance long-term energy security through large-scale offshore wind development.
The department also pointed out that the auction reinforces its commitment to competitive, transparent, and efficient energy procurement, supported by clearly defined qualification requirements and coordinated planning for grid integration.
