TIGON Power Pampanga solar project secures green lane certificate

A major solar power project in Pampanga has received a Green Lane Certificate from the Board of Investments (BOI), fast-tracking its development under the government’s One-Stop Action Center for Strategic Investments (OSACSI). 

The project, led by Sapang Balen Solar Sustainable Energy Corporation (SBSSEC), a subsidiary of TIGON Power Corporation, will be built across 405.52 hectares in Mabalacat City and the Municipality of Magalang.

The BOI’s OSACSI will monitor the project’s progress to ensure efficient permit and licensing approvals.

Once completed, the ground-mounted solar power plant will have an installed capacity of 301.580 megawatt-direct current (MWDC) /246.604 megawatt-alternating current (MWAC), contributing to the Philippines’ renewable energy goals.

The development is also expected to create up to 5,000 direct and indirect jobs during its construction, commissioning, operations, and maintenance phases.

BOI Executive Director Atty. Bobby G. Fondevilla awarded the Green Lane Certificate to SBSSEC President and CEO Mayleen Ting in a ceremony at the BOI Main Office on January 22, 2025.

TIGON Power Corporation, which established SBSSEC in 2021 to focus on renewable energy ventures, has a total project capacity nearing 1 gigawatt-peak(GWp), reinforcing its commitment to clean energy development.

The Green Lane initiative, created under Executive Order No. 18 in 2023, aims to simplify regulatory processes for high-impact investments, particularly in renewable energy, food security, digital infrastructure, and manufacturing.

Since its implementation, OSACSI has endorsed 179 strategic investments worth Php 4.55 trillion as of January 17, 2025.
