Top WESM market players cited for outstanding compliance at 2025 PEMC Summit

The Philippine Electricity Market Corporation (PEMC) honored the country’s top-performing electricity market participants at the 2025 Wholesale Electricity Spot Market (WESM) Compliance Officers’ Summit held on October 24 at Quest Plus Conference Center in Clark City, Pampanga.
The Annual Compliance Awards (ACA) recognized power industry players and cooperatives that demonstrated exemplary adherence to market rules and governance standards, helping sustain transparency and reliability across the spot market.
In an official release, PEMC cited this year’s leading performers, among them, Nueva Ecija I Electric Cooperative, Inc. and Pampanga I Electric Cooperative, Inc., both achieving a compliance score of 90% to lead the Metering Services Provider (MSP) category.
In the Must-Dispatch Generating Units (MDGU) classification, Asiga Green Energy Corporation, Oriental Energy & Power Generation Corp., and Sunwest Water & Electric Company 2, Inc. topped the Run-of-River Hydro category with compliance scores above 96%.
For Solar, top performers were GIGASOL3, Inc., Monte Solar Energy, Inc., and San Carlos Solar Energy, Inc., while North Luzon Renewable Energy Corporation, Guimaras Wind Corporation, and North Wind Power Development Corporation led the Wind category, each with compliance rates exceeding 92%.
Under the Scheduled and Priority Dispatch Generators, the top honorees were:
For Non-Scheduled Generators, SN Aboitiz Power–Magat, Inc. earned the top spot with a 94.98% compliance rating.
“Compliance is not simply about following rules. It is about safeguarding trust. It is about protecting the integrity of the market so that every participant from the largest generator to the smallest consumer can have confidence in the system,” said Dr. Peter L. U, Chairman of the Compliance Committee and Dean of the College of Economics at the University of Asia and the Pacific.
He added that compliance “is not a burden—it is the foundation that allows the market to thrive.”
PEMC said the annual awards affirm the sector’s shared commitment to good governance and accountability, and to building a sustainable and transparent electricity market.
The WESM Compliance Officers’ Summit gathers compliance professionals from generation, distribution, and retail companies nationwide to share best practices and updates on market governance.
