TPBA pushes stronger biofuels law amid rising oil prices

The Philippine Biodiesel Association (TPBA) is calling for stronger implementation and improvement of the country’s biofuels law. These measures include a higher biodiesel blend, as rising oil prices raise more tense concerns over domestic energy security.

As reported by GMA Network, the group said Republic Act 9367 or the Biofuels Act of 2006 remains the country’s most reliable defense against dependence on imported fuel. TPBA urged lawmakers to strengthen rather than suspend or dilute the law’s current policies, emphasizing the role of biofuels in reducing the country’s vulnerability to global oil price shocks.

“Given RA 9367’s multiplier benefits – from fortifying the local coconut industry, to increased mileage and proven emissions reduction, we call for the continued implementation of the blending mandate and to maintain local sourcing of biofuels,” said TPBA director Ramon Taniola.

Separately, there are proposals to increase the biodiesel blend to 7% (B7) as fuel prices continue to rise, highlighting renewed interest in alternative fuel sources.

TPBA said the country’s biodiesel industry continues to rely on locally sourced materials, with 14 biodiesel facilities already utilizing 100% coconut oil to produce coconut methyl ester- which is a cleaner alternative to fossil fuel-based diesel.

The group added that the Biofuels Act has helped create a stable domestic market for coconut oil, providing an alternative to the volatile export market while supporting farmers and the broader coconut industry.

“By creating a consistent local market for Philippine-made coconut oil, the Biofuels Act has also provided coconut farmers and the entire copra-coconut oil value chain a domestic alternative to the volatile export market,” the group said.

TPBA said the continued implementation of the law not only supports local agriculture but also helps reduce the country’s dependence on imported fuels.

“ Its continued implementation ensures the country not only directly supports Filipino agricultural communities but also helps shift the country’s position towards reducing import dependence,” it added.

The call comes as another round of fuel price hikes is expected this week. The surge in oil prices has been linked to escalating tensions in the Middle East following coordinated attacks involving the United States, Israel, and Iran.
