University of the Philippines Opens Bidding for Wind Energy Projects

The University of the Philippines (UP) System is inviting renewable energy companies to submit proposals for the development of wind energy projects within its Laguna Land Grant and the 1,900-hectare Laguna-Quezon Land Grant.

In a Request for Expression of Interest (REI) and Request for Proposals (RFP), published on July 4, UP formally opened the selection process for qualified partners in the renewable energy sector. The program aims to unlock the clean energy potential of UP’s expansive land assets while contributing to the country’s energy transition goals.

The university is offering two project lots: Lot 1, which are discrete locations within the UP Laguna Land Grant and Lot 2, which are discrete locations within the 1,900-hectare portion of the UP Laguna-Quezon Land Grant. Both lots are designated for renewable wind energy development. 

Interested parties may acquire the bidding documents for PHP 300,000 for Lot 1 and PHP 100,000 for Lot 2. They must submit their technical and financial proposals by July 24, 2025 at 11:00 AM, with the opening of proposals scheduled at 1:00 PM on the same day. A pre-selection conference is set for July 11, to be held at the Quezon Hall in UP Diliman.

UP will follow competitive bidding procedures guided by Republic Acts 9500 and 12009, which allow for unsolicited offers with bid matching, thus ensuring transparency and fair competition.

Proposals will be evaluated by the university’s Special Bids and Awards Committee (SBAC), chaired by Prof. Rossana Marie C. Amongo. The selected proponent(s) will gain access to university land and the opportunity to co-develop scalable renewable energy infrastructure.
