Rainy season cools demand, power rates drop

The Wholesale Electricity Spot Market (WESM) recorded a decline in average supply, demand, and market prices in the June 2025 billing period, according to the latest data released by the Independent Electricity Market Operator of the Philippines (IEMOP). The billing period covers May 26 to June 25, 2025.

System-wide average supply dropped to 21,432 MW, down 3.5% (787 MW) from the previous month. Demand also decreased to 14,545 MW, a 4.1% (624 MW) reduction attributed to cooler weather brought by the onset of the rainy season. As a result, the average market price fell to 3.86 PHP/kWh, a 3.9% (0.16 PHP/kWh) decrease from May’s rate.

IEMOP said, “The price trend from May to June 2025 showed a decline mainly due to stable supply margin levels.”

In Luzon, supply and demand dipped by 3.5% and 5.4%, respectively, leading to a 7.5% drop in price to 3.91 PHP/kWh. Visayas also posted declines in supply (1.1%) and demand (2.2%), but prices rose 4.3% to 3.93 PHP/kWh.

Mindanao, however, bucked the national trend. While supply declined by 5.4%, demand slightly rose by 0.7%, resulting in a 13.2% jump in market price to 3.54 PHP/kWh.

Two market interventions during the period were subjected to administered pricing.

Renewable energy contributed 21.6% to the total generation mix. Coal’s share declined to 57.5% from 59.9% in May, while natural gas increased to 19%, up from 17%. Oil-based generation remained unchanged at 0.4%. Solar dropped to 3.8% from 4.6%, while hydro rose marginally to 7.8%.

Retail market activity also grew slightly. Approximately 21% (2.29 TWh) of total customer transactions were from the retail market, up from the previous month. The Effective Spot Settlement Price (ESSP) declined to 4.05 PHP/kWh from 4.13 PHP/kWh. Spot quantity decreased to 18.6% of total trades, while the total trading amount dropped from 13.55 billion PHP to 12.50 billion PHP.
