DOE, DOH ink deal to power healthcare facilities with solar and energy-efficient tech

In a major push toward energy sustainability in the public health sector, the Department of Energy (DOE) and the Department of Health (DOH) have signed a Memorandum of Agreement (MOA) to launch the Solar Solutions for Government: Energy Efficiency and Renewable Energy in Public Buildings Program.
Signed by DOE Officer-in-Charge Sharon S. Garin and Health Secretary Teodoro J. Herbosa, the initiative is designed to reduce electricity and fuel consumption in DOH health facilities by deploying energy-efficient and renewable energy solutions.
“Energy efficiency is a powerful tool that enables our healthcare system to do more with less,” said Garin. “Through this partnership, we are helping DOH facilities reduce energy consumption, lower operational costs, and improve system performance using energy-efficient technologies. This is not just about reducing bills, it’s about creating a smarter, more sustainable healthcare infrastructure that frees up resources for better services and contributes to a healthier, more resilient nation.”
Aligned with the Government Energy Management Program (GEMP), which mandates a 10% cut in electricity and fuel use across government buildings, the project will introduce energy-saving technologies such as solar photovoltaic (PV) systems, inverter-type air conditioners, energy-efficient lighting, smart meters, and other systems to optimize power consumption.
Under the MOA, the DOE will provide technical assistance, conduct energy audits, and oversee the installation of energy-efficient technologies, all at no cost to DOH. The health agency, meanwhile, will assign focal personnel at its facilities to coordinate with DOE and ensure effective implementation.
This partnership follows DOE’s recent collaboration with the Provincial Government of Siquijor and forms part of the Department’s broader strategy to scale up energy efficiency programs across the public sector.
