New PSP Toolkit Launched to Guide Fair, Competitive Power Supply Agreements

In a move to enhance transparency and accountability in the country’s power procurement process, the Energy Regulatory Commission (ERC) officially launched its Power Supply Procurement (PSP) Toolkit on Monday, July 7, 2025.
The launch was held at the ERC Main Office Multi-Purpose Hall and attended by representatives from the Department of Energy (DOE), National Electrification Administration (NEA), Private Electric Power Operators Association (PEPOA), and the Philippine Rural Electric Cooperatives Association (PHILRECA).
While the PSP Toolkit is primarily designed for distribution utilities (DUs), ERC Chairperson and CEO Monalisa C. Dimalanta encouraged public engagement with the new resource. “Just like raising a child, you do not stop watching once it is born-you continue to guide it until it is fully grown. That is what we aim to achieve with this toolkit,” she said, stressing the importance of monitoring and participation throughout the power supply agreement process.
The toolkit provides step-by-step guidance on how to implement the Competitive Selection Process (CSP) for Power Supply Agreements (PSAs), all of which is in line with ERC regulations. It includes downloadable templates, regulatory references, FAQs, and other materials intended to support both distribution utilities and other stakeholders.
Commissioners Alexis M. Lumbatan and Catherine P. Maceda, who are set to retire on July 9, 2025, also addressed the audience. They highlighted the toolkit’s role in advancing long-term power market reforms and encouraging more informed stakeholder involvement.
Developed with support from USAID and ClientEarth, the PSP Toolkit stands as a legacy project for Commissioners Lumbatan and Maceda. The initiative reflects ERC’s commitment to digital transformation and improved regulatory services.
By making the toolkit publicly accessible, the ERC hopes to: empower consumers, promote stakeholder engagement, and ensure that power procurement is conducted in a fair and transparent manner.
