TransCo, IEMOP sign MOA on FIT-All, GEA-All fund administration

The National Transmission Corporation (TransCo) and the Independent Electricity Market Operator of the Philippines, Inc. (IEMOP) have signed a memorandum of agreement (MOA) to establish an operational framework for administering renewable energy support funds.

The agreement covers the administration of the Feed-in Tariff Allowance (FIT-All) Fund and the Green Energy Auction Allowance (GEA-All) Fund, particularly in the collection and remittance of Wholesale Electricity Spot Market (WESM) proceeds.

In practical terms, the MOA clarifies how TransCo and IEMOP will coordinate on fund flows tied to renewable energy support mechanisms, helping ensure that market proceeds are properly collected, remitted, and accounted for.

The agreement reinforces TransCo’s role as FIT-All Fund Administrator under Energy Regulatory Commission (ERC) Resolution No. 24, Series of 2013, and as GEA-All Fund Administrator under ERC Resolution No. 25, Series of 2026.

TransCo said the MOA also defines the roles and responsibilities of both organizations in implementing these renewable energy support mechanisms.

The agreement also aligns with the Renewable Energy Market (REM) Rules, which require TransCo to provide data needed for FIT allocation and support the issuance and verification of Renewable Energy Certificates (RECs).

TransCo said the MOA strengthens coordination and information sharing with IEMOP to support transparency, accuracy, and compliance in the implementation of renewable energy programs.

The agreement was signed on July 15, 2026 at the TransCo Main Building in Diliman, Quezon City.

The signatories were TransCo President and Chief Executive Officer Atty. Joseph Omar A. Castillo and IEMOP President and Chief Executive Officer Engr. Robinson P. Descanzo.

TransCo Vice President for the Transmission Management Group Dinna O. Dizon and IEMOP Vice President for Finance Mary Anne T. Santiago served as witnesses.

TransCo said the partnership underscores both organizations’ commitment to institutional collaboration, transparency, and accountability in the administration of renewable energy funds.

The agency added that the collaboration supports the effective implementation of renewable energy policies and the country’s transition toward a cleaner, more sustainable, and resilient energy future.
