NGCP Transmission Rates Up in August as ERC Approves Revenue Adjustments

Consumers will see higher transmission charges on their electricity bills this month following the Energy Regulatory Commission’s (ERC) approval of revenue adjustments and the recovery of past under-collections by the National Grid Corporation of the Philippines (NGCP).

Data from NGCP show that transmission rates increased from PHP0.4611 per kilowatt-hour (kWh) in June 2025 to PHP0.5923/kWh in July, roughly translating to an increase of PHP0.1312/kWh. Ancillary services rates, meanwhile, slipped from PHP0.6182/kWh to PHP0.5872/kWh during the same period. The overall average transmission rate for the July billing period reached PHP1.3233/kWh, which is up 9.25 percent from June’s PHP1.2113/kWh.

The ERC earlier approved a fixed under-recovery rate of PHP0.0384/kWh, to be charged for 84 months or until the PHP28-billion balance is fully collected. This will be implemented alongside an increase in NGCP’s Maximum Allowable Revenue (MAR) by PHP6.62 billion. This raises the figure from PHP51.47 billion to PHP58.10 billion. The MAR adjustment is expected to add another PHP0.0629/kWh to rates.

These approvals are part of the Fourth Regulatory Period Reset, which covers the years 2016 to 2022. The last reset, for 2010 to 2015, was conducted more than a decade ago.

According to NGCP, the additional revenues will support ongoing investments to reinforce and modernize the country’s power grid, particularly aiming at improving reliability and accommodating future electricity demand.
