Prime Waste, Holcim Ink Partnership for Alternative Fuel Supply

Prime Infra-owned Prime Waste Solutions (PWS) Pampanga, Inc. has signed an agreement to supply refuse-derived fuel (RDF) to Holcim Philippines, Inc., which supports the cement firm’s shift to cleaner energy use in its Bulacan and La Union plants.
The partnership allows Holcim to use RDF, made from processed, non-recyclable plastic waste, as an alternative fuel for its cement kilns. This replaces traditional materials and reduces both landfill waste and carbon emissions.
Cara Peralta, Prime Infra Market Sector Lead for Waste, said the deal showcases shared sustainability goals between the two companies. “It is rare to find like-minded organizations such as Holcim willing to partner with us and make investments in sustainable practices like RDF consumption,” she said.
Samuel Manlosa Jr., Holcim Senior Vice President and Head of Geocycle, said Holcim values working with partners that share its environmental mission. “We know we’re working with a company who values the same things we do—leading the waste management sector, and a strong commitment to quality and efficiency,” he said.
The RDF will be supplied by PWS Pampanga’s Porac facility, which can process up to 5,000 tons of waste daily through advanced segregation and storage systems. Prime Waste also operates a Cebu facility serving local industrial clients.
Holcim’s waste management arm Geocycle has long used co-processing to convert waste into energy for cement production, thus helping reduce dependence on fossil fuels and supporting the country’s circular economy.
Prime Infra, led by Enrique K. Razon Jr., said the partnership spotlights its goal of building sustainable infrastructure in waste management, clean water, and energy while also advancing decarbonization and inclusive growth.
