PH, Malaysia strengthen energy cooperation as DOE clarifies diesel shipment

The Department of Energy (DOE) and the Government of Malaysia held a high-level bilateral meeting on April 22 to strengthen cooperation on energy security amidst ongoing global fuel market volatility.
The discussions also come as the DOE clarified that the diesel shipment referenced in its earlier announcement was not a government-to-government procurement, but a commercial transaction.
The clarification specifically points to the Philippines’ efforts last April 11 to boost its fuel reserves, including the 52.311-million-liter diesel shipment from Malaysia under the government’s Emergency Energy Security Program. The shipment formed part of a broader strategy to reinforce domestic supply buffers against geopolitical uncertainties.
According to the DOE, the diesel cargo was procured through a commercial deal by the Philippine National Oil Company–Exploration Corp. (PNOC-EC) with Vitol Asia PTE LTD, and not through a state-to-state arrangement.
The bilateral meeting, meanwhile, brought together Philippine and Malaysian officials to exchange views on ensuring stable and reliable energy supply, as well as strengthening market resilience in response to evolving global conditions.
The Philippines was represented by Energy Secretary Sharon S. Garin, along with Undersecretary Alessandro Sales and officials from the Philippine National Oil Company and PNOC-EC. On the Malaysian side, representatives included officials from the Ministry of Economy and the Ministry of Foreign Affairs.
Both countries reaffirmed their commitment to maintaining strong bilateral ties and advancing regional cooperation, particularly through ASEAN energy platforms. The Philippines is currently serving as chair of the ASEAN Ministers on Energy Meeting – Senior Officials Meeting on Energy (AMEM-SOME) in 2026.
The DOE said further engagements between the Philippines and Malaysia are expected to continue online as part of ongoing coordination efforts.
The Department added that it continues to closely monitor global developments and remains committed to implementing timely measures to ensure the stability, reliability, and sufficiency of the country’s energy supply.
