Top Line to triple fuel storage capacity with new Cebu depot

Listed fuel distributor Top Line Business Development Corp. is building a new fuel logistics hub in Cebu that will raise its storage capacity to about 40 million liters, a move aimed at strengthening fuel supply security in the Visayas.

In a disclosure on Tuesday, the Cebu-based company said its subsidiary, Topline Logistics and Development Corp., signed a sublease agreement with the Lu Do & LuYm Group for an approximately 30-million-liter fuel depot facility.

The depot will serve as the first phase of the planned Top Line Energy Complex, which the company envisions as a strategic fuel storage and distribution hub to support its expansion and improve supply resilience in the region.

The additional capacity will expand Top Line’s existing 10-million-liter storage network by about 300%. Once operational, the company’s total storage capacity will reach roughly 40 million liters.

The first phase will involve refurbishing and optimizing the facility, with completion targeted in the fourth quarter of 2026.

Top Line said the expanded depot will enhance its logistics capabilities, improve operational efficiency, and support the continued rollout of its Light Fuels Corporation retail stations as well as supply to commercial customers.

“We are entering our next phase of growth, and the Top Line Energy Complex is a cornerstone for our continued expansion,”said Eugene Erik Lim, Chairman, President, and CEO of Top Line. “Through this agreement, we are strengthening our ability and capacity to expand to serve the growing energy needs of our customers while supporting broader efforts to improve regional energy security.”

Douglas Luym, Chairman of Lu Do & LuYm Group, said the partnership combines existing storage infrastructure with Top Line’s expanding distribution business.

“We are pleased to support Top Line in this important project, which brings together our existing infrastructure and their growing fuel distribution capabilities,”  Luym said. “We believe this partnership has strong potential to create long-term value and contribute to the development of a more reliable fuel supply chain in Cebu and the wider Visayas region.”

Top Line said it is in discussions for future phases that could significantly expand the facility’s storage capacity depending on market demand.
