The Department of Energy (DOE), National Power Corporation (Napocor), and Aboitiz Power Corp. have signed a memorandum of understanding (MOU) to conduct a preliminary feasibility study on potential nuclear power plant sites in the Philippines, including the long-idled Bataan Nuclear Power Plant (BNPP).

In a statement, the DOE said the parties discussed a framework for a comprehensive feasibility study covering BNPP and other candidate sites nationwide.

“The proposed cooperation aims to strengthen evidence-based and internationally aligned approaches to nuclear energy development by assessing site suitability, safety, security, regulatory readiness, and infrastructure requirements in accordance with International Atomic Energy Agency (IAEA) standards,” the DOE said.

The initiative supports the government’s broader push to incorporate nuclear energy into the country’s long-term power mix starting 2032 under the Nuclear Energy Program and Roadmap.

Under the Philippine Energy Plan 2023–2050, the government is targeting at least 1,200 megawatts (MW) of nuclear capacity by 2032, increasing to 2,400 MW by 2035 and 4,800 MW by 2050.

In a disclosure to the Philippine Stock Exchange, AboitizPower said the MOU is exploratory and non-binding, establishing a framework for cooperation on a preliminary study and does not involve any project commitment.

“The Company recognizes the need for a diversified mix of power generation technologies and is evaluating opportunities within the evolving energy landscape, including emerging technologies such as nuclear energy,” AboitizPower said. 

No decisions or timelines have been set.

Patrick Aquino, director of the Department of Energy’s Energy Utilization Management Bureau, earlier said the proposed nuclear site feasibility study agreement is not exclusive to AboitizPower, noting that other companies may enter into similar partnerships with the agency.

DOE said the initiative reflects continuing efforts to explore “safe, secure, and sustainable nuclear energy options” as part of the long-term energy mix.
