Senate Committee on Energy Chair Erwin Tulfo has filed Senate Resolution No. 535 seeking an investigation into recurring electricity bill increases and other complaints affecting power consumers.

The proposed inquiry aims to examine sudden bill increases, complicated billing statements, inaccurate meter readings, prolonged power interruptions, and concerns over how consumer complaints are resolved.

Tulfo questioned whether the government has sufficient authority and effective remedies when electric cooperatives or other power providers deliver poor service.

“Is the government really powerless here? For instance, if an electric cooperative’s service is awful and the people are fed up with it, are we helpless?” Tulfo said.

The senator acknowledged that resolving long-standing power sector issues requires balancing the financial needs of electricity providers with stronger protections for consumers.

“While electric distribution utilities and generation companies are entitled to recover prudent and legitimate costs necessary to maintain reliable electric service and undertake essential capital investments, consumers likewise have the right to fair, transparent, accurate, and reasonable electricity charges and access to timely and effective complaint resolution mechanisms,” Tulfo said.

Beyond conducting an investigation, Senate Resolution No. 535 seeks to support the development of a longer-term pro-consumer policy aimed at tempering electricity prices and improving consumer protections.

Tulfo also cited that the Philippines has the highest electricity rates in the Southeast Asian region, arguing that consumers should not be expected to simply accept high power costs while wages remain stagnant.

He said the Senate Committee on Energy would proactively look for ways to make electricity more affordable, adding that access to power should be treated as a right rather than a luxury.

The resolution itself would not immediately lower electricity rates or penalize utilities. A Senate inquiry could instead lead to legislative proposals, regulatory recommendations, or reforms covering billing transparency, service quality, and complaint handling.

The release did not identify specific utilities, billing periods, rate increases, or documented consumer cases that would be covered by the proposed investigation.
