BCDA to pilot electric shuttle loop in Camp John Hay starting July 15

The Bases Conversion and Development Authority (BCDA), in partnership with DeviceDesign Co. Ltd. of South Korea and the Cordillera Basic Sector Transport Cooperative (CBSTC), will roll out a six-month demonstration run of the “John Hay Loop,” an electric-vehicle (EV) transport shuttle service within the said tourist destination starting July 15.

Designed to improve mobility, reduce congestion, and enhance visitor experience, the project will initially deploy three e-vehicle units circulating designated routes within the estate. The ride will be free of charge throughout the pilot phase.

The partnership was formalized on June 24, through a memorandum of understanding signed by BCDA, its subsidiary John Hay Management Corporation (JHMC), DeviceDesign, and CBSTC. The agreement outlines a collaborative evaluation of the system’s performance, commuter experience, and community impact.

“Through this project, the BCDA seeks to show its commitment to help Baguio City and the community in addressing emerging urban problems, while also fulfilling our promise to take care of the environment and Baguio’s natural charm and beauty,” said BCDA President and CEO Joshua M. Bingcang. “This also exhibits BCDA’s innovation-driven outlook for its properties—our willingness to embrace climate-resilient mobility solutions to drive sustainable development, enhance efficiency, and create smarter, future-ready communities.”

CBSTC CEO Jude Wal emphasized the suitability of the EVs for Baguio’s rugged terrain, saying, “We are very thankful that the BCDA thought of this loop. We believe that if we have an efficient and effective public transportation system, that [will stimulate] the economy of a place, and we share this vision with the BCDA.”

DeviceDesign President and CEO Young Guk Cho remarked, “We believe that Camp John Hay can become a model for smart and green city development in the Philippines. This project is not just about technology, it’s about improving life and building a brighter future for the people of Baguio and beyond.”

The John Hay Loop project supports the United Nations Sustainable Development Goals, particularly Goal 11: Sustainable Cities and Communities, and Goal 13: Climate Action.
