The Department of Energy (DOE) is set to convene a stakeholder dialogue on June 30, 2025, to discuss the Draft Terms of Reference (TOR) and Notice of Aucti

on (NOA) for the Fifth Round of the Green Energy Auction (GEA-5), which was released on June 11.

The session will mark the first DOE auction dedicated exclusively to fixed-bottom offshore wind (OSW) technology. It aims to gather feedback and clarify provisions in the draft NOA, TOR, and Annexes to ensure shared interpretation across stakeholders.

“This di

alogue is critical in ensuring that all stakeholders have a collective understanding of the draft NOA and TOR and are able to contribute to its refinement,” said DOE Undersecretary Rowena Cristina L. Guevara. “Through this engagement, we hope to address cross-cutting issues early on and set the stage for a smooth and well-coordinated auction process,” she added.

Representatives from offshore wind developers, industry associations, development partners, and key government agencies—including the Energy Regulatory Commission, National Grid Corporation of the Philippines, Philippine Ports Authority, Department of Transportation, Department of Environment and Natural Resources, and relevant DOE bureaus—are expected to attend.

The dialogue will also tackle regulatory, technical, and infrastructure matters related to permitting, grid integration, port readiness, and inter-agency coordination.

The DOE urged participants to come prepared with recommendations to enhance the auction framework and address OSW deployment challenges.
