Ilocos Norte launches first EV charging hub to boost green mobility

Ilocos Norte has taken a significant step in advancing sustainable transportation with the launch of its first electric vehicle (EV) charging station, energized at the Agua Grande Mini Hydro Plant in Barangay Pancian.
As reported by the Philippine News Agency (PNA), the charging hub is the result of a public-private collaboration between the Ilocos Norte Electric Cooperative (INEC) and Ayala Corporation’s ACMobility. The initiative supports the province’s green energy goals while positioning Ilocos Norte as a more accessible destination for EV users.
Governor Matthew Joseph Manotoc, speaking at the launch event attended by stakeholders from INEC and ACMobility, commended the partnership’s vision. “This is a worthy and noble partnership. We in the government must be ready for new vehicles that are eco-friendly,” he said. Manotoc also expressed optimism that the new facility would attract more EV-driving tourists to the province.
The 120-kilowatt fast charger, capable of powering two vehicles simultaneously in just 45 minutes, was installed by ACMobility with INEC providing space and a transformer for the setup. “INEC provided the space and transformer needed and ACMobility set up the fast charge with direct connection to the grid,” said INEC acting general manager Cipriano Martinez III.
To streamline user experience, ACMobility partnered with Evro, an e-mobility service platform that facilitates charger location, availability tracking, and cashless payments. “The Pagudpud EV charging hub is an important link to the EV spine as they continue to rollout more EV charging hubs across the country,” said Yvonne Palomar-Castro, Regulatory, Policy and Government Affairs officer of ACMobility.
The nearest EV charging hub to Pagudpud is currently in La Union, indicating a growing network for electric mobility in the northern Philippines.
