The Philippine National Oil Company (PNOC) and the Provincial Government of Batangas signed a Memorandum of Understanding (MOU) to explore the development of an Offshore Wind Integration Port (OSWIP) in the province. The agreement was formalized by PNOC President and CEO Oliver B. Butalid and Batangas Governor Hermilando I. Mandanas.
The MOU outlines plans for scoping and feasibility studies, technical assessments, and data-sharing to evaluate the potential for offshore wind integration in Batangas. It also includes commitments to secure necessary permits, collaborate with industry stakeholders, and identify additional areas for partnership. This initiative aligns with the Philippine Energy Plan 2023–2050, which targets increased renewable energy development across the country.
The proposed OSWIP builds on PNOC’s existing 19.2-hectare port in Mabini, Batangas, with studies to assess its suitability for supporting offshore wind projects. The partnership aims to advance the Philippines’ renewable energy goals, leveraging Batangas’ coastal location.
