The Power Sector Assets and Liabilities Management (PSALM) Corporation, through its IPP/IPPA Contracts Administration Department (IPP/IPPA-CAD), conducted a pre-proposal conference for the sale of the Caliraya-Botocan-Kalayaan (CBK) Hydroelectric Power Plants. The event was held to brief prospective buyers ahead of the bid submission deadline set for June 16, 2025.

In a Facebook post by Psalm Corp dated March 25, PSALM Vice President for Privatization and Asset Management Arnold C. Francisco said, “We aim to inform interested companies ahead of time of the documentary requirements to successfully participate in the bidding process for the CBK power plants. This conference is also an opportunity for parties to inquire on any lingering issue regarding the bidding for CBK.”

The CBK facilities have a total contracted capacity of 796.56 MW for 2025. Located in the municipalities of Lumban, Majayjay, and Kalayaan in Laguna Province, these have been operated by CBK Power Company Limited since February 2001 under a 25-year Build-Rehabilitate-Operate-Transfer Agreement. This agreement is set to expire in February 2026.

The bid proposal submission date is June 16, 2025. The sale of CBK aligns with PSALM’s broader mandate to manage and dispose of power assets as part of the Philippine government’s privatization strategy.
