Senate Approves 25-Year Franchise Renewal for Meralco

The Senate has approved on the third and final reading a measure renewing the franchise of the Manila Electric Co. (MERALCO) for another 25 years.

In a report by the Philippine Star, Senate President Francis Escudero confirmed the passage of House Bill 10926 with 18 senators voting in favor, one opposing, and no abstentions, extending Meralco’s authority to distribute electricity across its service areas.

Meralco’s current franchise, set to expire in 2028, will now be extended, allowing the company to continue operating in Metro Manila, Bulacan, Cavite, and Rizal, as well as selected areas in Batangas, Laguna, Quezon, and Pampanga.

The company estimates that it supplies electricity to more than seven million Filipinos.

Senator Joel Villanueva, the bill’s sponsor, emphasized that the measure not only grants Meralco an extended franchise but also strengthens the country’s energy security while ensuring consumer protection.

However, Senate Deputy Minority Leader Risa Hontiveros opposed the renewal, citing unresolved issues of overcharging.

Hontiveros said that the franchise must need ‘stronger projections and guidelines’ in place for consumer protection.  

She argued that Meralco should first refund consumers for past overcharges before being granted another 25-year franchise.

Hontiveros also pointed to consistently high electricity rates as a sign of Meralco’s failure to fulfill its obligations to consumers.

Despite opposition, the measure now moves closer to enactment, pending the signature of President Ferdinand Marcos Jr.

As the franchise renewal progresses, concerns over consumer rights and electricity pricing are expected to remain a focal point in public discussions.
