House Committee on Energy Chair Rep. Lord Allan Velasco supports the Center for Energy Research and Policy’s (CERP) recommendation to expand the Energy Regulatory Commission (ERC) by appointing an economist and an electrical engineer.
“Adding an economist and an electrical engineer to the ERC will facilitate more balanced and insightful dialogue, ensuring all stakeholders’ perspectives are thoroughly addressed… This is crucial for creating policies that meet the challenges of today’s energy landscape,” said Velasco.
The Committee also expressed support for CERP’s recommendations to create a consumer protection office and update the Philippine Grid and Distribution Codes. According to the think tank, these reforms would strengthen the ERC’s capacity to craft progressive energy policies while ensuring consumer protection.
“Regulatory reform is the foundation of our Seven-Point Energy Agenda…With these strategic measures, we aim to drive more informed and effective decision-making that will help the country achieve energy security, affordability, and sustainability,” said CERP co-convenor Atty. Noel Baga.
Dr. Joey Ocon, another CERP co-convenor, emphasized that CERP’s proposal also aims to accelerate the country’s energy transition by integrating renewable energy sources into diesel-powered plants while simultaneously ensuring that every household has access to electricity by 2028.
CERP has advocated for major changes in the energy sector, emphasizing its Seven-Point Agenda as a roadmap for reform.
The plan aims to tackle pressing issues, including increasing local energy resources, modernizing the country’s grid infrastructure, improving regulatory and industry partnerships, and expanding electricity coverage nationwide.
