EVAP Expands Charging Infrastructure and Policy Advocacy to Support Growing EV Market

As electric vehicle adoption surges in the Philippines, the Electric Vehicle Association of the Philippines (EVAP) is focusing on charging infrastructure expansion, policy implementation, and industry collaboration to ensure a smooth transition to electric mobility.

EVAP said electric vehicle adoption across the country can be further accelerated if major hurdles will be eliminated, including limited charging infrastructure. As such, the Group said, it has been closely working with all stakeholders— energy providers, mall operators, real estate developers, and local government units—to increase the number of charging stations available across the country.

This effort is crucial to ensuring that EV users have widespread and reliable access to a charging hub, reducing range anxiety and increase consumer confidence in electric mobility.

“A robust charging infrastructure is crucial to build consumer confidence in EVs. That is why we are continuously engaging with both the private sector and the government to accelerate the rollout of charging stations,” EVAP President Edmund Araga said.

There are over 300 charging stations throughout the country, more than 100 of which are in Metro Manila, while more are underway in Cebu and Davao. This number, however, still lags behind the target of 7,000 by the end of the year, based on the government’s Comprehensive Roadmap for the Electric Vehicle Industry.

EVAP aims to install more charging facilities across key urban centers and provincial locations, ensuring that long-distance EV travel becomes more feasible.

In addition to infrastructure growth, EVAP said ensuring compliance with safety and quality standards is equally crucial to a seamless transition to electric mobility, thus the need to work hand-in-hand with the Bureau of Philippine Standards in standardizing battery technology, charging connectors, and safety protocols.

EVAP has been actively working with government agencies such as the Department of Energy, the Department of Trade and Industry (DTI), and the Land Transportation Office to create policies that encourage EV adoption. The passage of the Electric Vehicle Industry Development Act or EVIDA in 2022 was a major milestone, providing tax incentives, mandating EV charging stations in establishments, and setting fleet conversion targets for public and private sectors.

“Our advocacy has always been clear. We need a strong policy framework that incentivizes EV adoption and supports the local EV industry. With EVIDA in place, we are now seeing the government, private sector, and consumers working together to make EVs the new normal in Philippine transportation,” Araga said.

The use of EVs in the country is gaining traction, as both private vehicle users and the transport sector become more aware of the cost savings and environmental benefits of going electric. Data from the DTI showed, the number of registered EVs grew by 45 percent in 2024, with more automakers launching electric cars, e-motorcycles, and electric public transport vehicles. Nissan, BYD, and Hyundai are leading the market, while transport cooperatives are transitioning to electric jeepneys under the Public Utility Vehicle Modernization Program.

Despite the progress, challenges remain. EVAP continues to push for stronger LGU engagement to establish EV-friendly ordinances, expand workforce training through TESDA’s EV technician programs, and encourage financing options that make EV ownership more accessible to Filipino consumers.

Looking ahead, EVAP remains committed to advancing electric mobility in the Philippines, ensuring that infrastructure, policy, and industry development work hand in hand to support the country’s clean energy transition.

“The future of Philippine mobility is electric. With sustained government support, industry cooperation, and growing consumer awareness, we can make EV adoption a reality for all Filipinos,” Araga concluded.
