Malacañang Names Francis Juan as New ERC Chair, Taps 2 New Commissioners

Malacañang has announced new appointments to the Energy Regulatory Commission (ERC), naming veteran energy regulator Atty. Francis Saturnino C. Juan as the new chairperson, effective August 8, 2025.

Atty. Juan succeeds outgoing Chairperson Mona Lisa Dimalanta, who is stepping down to return to private practice. The Palace expressed its gratitude for Dimalanta’s service to the Commission and to the Filipino people.

Juan brings extensive experience in energy regulation. He has served as executive director and general counsel of the ERC. He played a key role in operationalizing the Wholesale Electricity Spot Market (WESM) and has advocated for consumer protection and renewable energy development through tariff reforms.

“With his deep institutional knowledge and leadership, we are confident that Chairperson Juan will steer the ERC toward more efficient, transparent, and pro-consumer decision-making,” the Office of the President said in a statement.

Also appointed as ERC commissioners are Atty. Amante A. Liberato and Atty. Paris G. Real.

Atty. Liberato is the current Deputy Executive Secretary for Finance and Administration at the Office of the President. A lawyer and certified public accountant, he previously worked with the Commission on Audit and held consultancy roles across both the executive and legislative branches. Malacañang noted that his background in public finance and regulatory policy will support institutional reforms within the ERC.

Atty. Real, meanwhile, is a seasoned litigator with over two decades of legal experience, including more than 10 years of active involvement in high-impact ERC regulatory proceedings. He is known for his commitment to legal integrity and consumer protection, which are qualities expected to reinforce the Commission’s quasi-judicial processes.

The Palace emphasized that the appointments reflect the Marcos administration’s goal of strengthening the ERC through leaders who value integrity, transparency, and public service. This is in line with its grander governance agenda under Bagong Pilipinas.
