ERC Sets 2-Week Deadline to Finalize Pending Energy Case Decisions

The Energy Regulatory Commission (ERC) directed staff to finalize and release pending cases within two weeks, as Chairperson Francis Saturnino C. Juan vowed to end months long delays in regulatory actions.

The directive was announced during the fourth Open Commission Meeting held on August 27, 2025 at the ERC Main Office in Pasig City. The meeting was attended by Commissioner Floresinda G. Baldo-Digal, Marko Romeo L. Fuentes, Amante A. Liberato, and Paris G. Real.

Juan said that orders for Power Supply Agreements (PSAs) had been pending since February 2025. 

The Commission clarified that while certain applications—such as interim relief (IR) and provisional authorities (PAs) that were already granted by the previous Commission [added nuance from source]—can be resolved quickly, more complex applications including Point-to-Point (P2P) lines, Capital Expenditure (CAPEX) projects, and other regulatory applications will still need full review.

“Under my leadership, I would not tolerate that we incur this much delay. Moving forward, we will address this,” he stressed. 

“For some items, I think there are enough safeguards for the new Commission to be adopting them because most of them involve IR or PAs granted. But for some items, admittedly, I will not go for adoption. So we will just go by each case. We’ll treat each case and, depending on what should be done for each case, then we will decide accordingly,” Commissioner Digal said.

ERC stressed its commitment to efficiency and transparency, assuring stakeholders that all backlogs will no longer hinder the delivery of timely relief.
