ERC opens talks on CSP guideline revisions

The Energy Regulatory Commission (ERC) has started consultations with power distributors and industry players on proposed changes to the Competitive Selection Process (CSP) Guidelines, which define how distribution utilities procure power supply agreements (PSAs) for captive markets.

The consultation, held September 8 at the ERC’s main office in Pasig City, gathered distribution utilities and other energy stakeholders to review amendments aimed at improving transparency, competitiveness, and efficiency in PSA procurement.

According to the ERC, the revisions are intended to strengthen consumer protection by ensuring that electricity supply contracts are secured under fair and competitive terms.

“Through this public consultation, the Commission reaffirms its commitment to an open and transparent rule-making process, ensuring that the voices of the stakeholders are heard and considered as it fulfills its mandate of promoting just, reasonable, and consumer-friendly electricity rates,” the regulator said.

The ERC added that stakeholder input will play a key role in finalizing the new rules.
