Pagbilao Energy moves to restore safety, support personnel after Unit 3 fire incident

Pagbilao Energy Corporation (PEC) is implementing recovery and support measures following a fire incident at Unit 3 of the Pagbilao Power Station in Quezon on October 31, which resulted in one fatality and nine injuries. The company said containment efforts were swiftly executed through the coordination of local and national emergency responders, preventing further damage to the facility.

In a statement, Lou Deligencia, Assistant Vice President for Corporate Services of PEC, confirmed that the fire was contained through the joint efforts of the Bureau of Fire Protection (BFP), the Pagbilao local government, and Quezon Provincial officials. The company expressed gratitude to the responders for their swift action, which prevented the fire from spreading to other areas of the facility.

PEC said the injured individuals consisting of both company employees and contractor staff were immediately brought to medical facilities. As of 9AM on November 2, seven of them were reported to be in stable condition, while two had undergone surgery and were under close monitoring. The company is covering all medical expenses and providing ongoing medical, financial, logistical, and psychosocial support to affected personnel and their families.

“Our thoughts and hearts remain with them as they go through this difficult time,” PEC said. “We thank everyone for their compassion and support as we move through this difficult period together.”

Deligencia said the safety and well-being of all personnel remain PEC’s top priority. The company has secured the affected area and is conducting a full site assessment to determine the extent of the damage and the circumstances that led to the incident.

Operationally, Pagbilao Unit 3 has been placed on forced outage, while Unit 2, which was undergoing planned maintenance, remains suspended. Unit 1 continues to operate normally.

Energy Secretary Sharon S. Garin extended her condolences to the family of the deceased and those injured in the incident. She commended PEC, the BFP, and local emergency teams for their coordinated response and assured that the Department of Energy (DOE) is closely working with PEC and concerned agencies to monitor recovery efforts and ensure the safety of workers and surrounding communities.
