9,278 firms now covered under mandatory energy efficiency requirements

A total of 9,278 establishments are now registered as Designated Establishments (DEs) under the Energy Efficiency and Conservation (EEC) Act, according to figures presented by DOE Director Patrick T. Aquino. The update was shared during the event “Swedish Perspectives on Energy Efficiency in the Industrial Sector,” held on December 5 at The Peninsula Manila.
Aquino said the registered establishments are now required to comply with the full scope of the EEC Act. These include regular energy audits, the annual submission of Energy Utilization and Energy Conservation Reports, and the implementation of formal energy management systems.
He noted that covered firms must also designate certified Energy Managers or Energy Conservation Officers to oversee efficiency measures within their operations.
During his presentation, Aquino reported that Type 1 establishments constitute the largest share of registered firms, while Type 2 and Type 3 establishments—typically large commercial and industrial consumers—account for a substantial portion of national electricity demand. He added that the telecom subsector remains among the highest energy users due to widespread backup generation and hybrid power deployments across cell sites.
Industry groups at the forum stressed that strengthening compliance is essential for reducing long-term consumption and improving system efficiency. They said that continued training, technical guidance, and consistent reporting standards can help establishments meet their obligations under the EEC framework and better integrate efficiency practices into day-to-day operations.
Aquino noted that expanding coverage under the EEC Act is a key milestone for the DOE as it works to improve the country’s overall efficiency performance. He said coordination with industries, service providers, and other government agencies remains important to sustaining compliance and scaling efficiency improvements across all designated sectors.
