DOE Cancels 8 More RE Contracts, Warns of Wider Enforcement Sweep

The Department of Energy (DOE) has revoked eight more renewable energy (RE) service contracts for failure to meet key obligations, bringing this year’s total terminations to 84. The cancellations cover 5,372 megawatts of stalled capacity previously counted in national planning assumptions.
The DOE said the affected developers failed to comply with work programs, GEAP Terms of Reference, and established technical and legal requirements. The agency stressed that service contracts are performance commitments and must show measurable progress.
Energy Secretary Sharon Garin said accountability remains central to the country’s RE rollout. “Renewable energy development must be fast, but it must also be accountable. The DOE will not compromise on contract discipline. Service contracts are performance commitments, and renewable energy projects must deliver real, reliable power for Filipino consumers.”
The cancellations follow a full compliance review of each project’s actual progress. The DOE noted that developers may face additional penalties, including blacklisting and forfeiture of performance bonds, if violations persist.
The agency is also reviewing 42 more RE projects for possible termination. Officials said stricter enforcement is essential to maintaining the credibility of the RE pipeline as the country prepares for the next rounds of the Green Energy Auction Program.
The DOE is now reassessing supply–demand scenarios and updating system planning models following the removal of more than 5 GW of assumed capacity. The agency said this ensures that planning reflects only projects with clear capability, readiness, and demonstrated commitment to build.
The DOE added that the enforcement drive is intended to protect consumers, encourage serious investment, and strengthen confidence in the country’s RE development framework.
