Kalayaan 2 wind project installs first turbine in Laguna

The 100.8-megawatt Kalayaan 2 Wind Power Project in Laguna has installed its first turbine, marking a key construction milestone as developers move toward commercial operations targeted in 2026.

Developed by Laguna Wind Energy Corp., a joint venture between The Blue Circle, a Singapore-based renewable energy firm with a portfolio across Southeast Asia, and ACCIONA Energía, a 100% renewable energy developer and operator based in Madrid, the onshore wind project spans around 70 hectares across parts of Laguna and nearby Quezon, and will deploy 17 Goldwind turbines on elevated, complex terrain.

Once completed, the wind farm is expected to supply over 100 MW of renewable capacity to the grid, helping reduce carbon emissions and supporting the Philippines’ energy transition goals. 

“The project is expected to reach commercial operations by the end of 2026 and will strengthen energy security in the Philippines while avoiding approximately 250,000 tons of CO2 emissions annually,” ACCIONA Energía said in an announcement on Friday.

Initial wind turbine generator components were delivered via Batangas Port earlier in 2025. Construction has been progressing on multiple fronts, with foundation works ongoing, including the use of Controlled Modulus Columns (CMC) for ground stabilization—an approach typically applied in challenging soil conditions. 

The project has been granted a Green Lane Certificate of Endorsement by the Board of Investments, allowing expedited processing through its One-Stop Action Center for Strategic Investments (OSACSI). This designation is intended to fast-track permits for projects considered strategically significant to the country’s economic and energy priorities.
